One of our tutors talked about a paradigm shift. According to him, the system should also channel highly-qualified teachers to the kindergarten levels, because children at that age are most receptive to learning. When at foundation level they don't get it right, teachers at higher levels have to do a lot of damage-control.
I've already had a tough time correcting my P1s' pronunciation, especially the word 'their'.
Habits form over time. So work that tongue, people!
